Conclusions

Certain Congressmen believe that CBR is unnecessarily stigmatized, and that disarmament will result in our underpreparedness when responding to attack ("a defenseless person is in poor position to discuss terms of peace"). Other Congresspeople believe that preparation won't help, and BW is so dangerous we should just stop it from happening in the first place.
