Conclusions

Epidemics are too unpredictable to control as a weapon. Diseases that can easily spread would be the most dangerous especially in places where they are not endemic as controlling them would cause social shut down. However, the weapons user can only ensure unilateral spread on the enemy's side if the two armies are at different levels of public health advancement. It would still be difficult to prevent retaliation after use. There are also great problems with dissemination and stability of agents.
