Biological warfare has been limited to small scale activities but there is reason to expect that it could be used on a larger scale in future wars. Countries capable of large-scale biological warfare include the US, Russia, and France. Great Britain, Canada, Japan, and Germany could join that group within 5 years. Discusses the various factors involved in developing a promising BW program, including advances in agent research, dissemination, protection, tactics, and training.
