Conclusions

All world powers are capable of developing and using biological weapons, so we must continue to prepare both defensively and offensively so that we match their capabilities in case of total war. We should also be wary of publicity about the potential of biological warfare, as pressure to establish an international system of control would likely only hinder us and not our enemies as there would be no way for us to monitor their true activity. Discusses agents of particular importance as possible BW.
