Conclusions
Memo 1 is not a risk assessment, but discusses favorable costs on the margin of employing BW from the Soviet perspective. Abstract discusses the potential of using a thyroid antagonist to cause psychological effects against Soviets, and floats the idea of using favorable winds to disseminate the agent. Memo 2 concludes that the US food supply is not particularly vulnerable to BW in terms of providing for the American population.
