Conclusions

The author supports disarmament and refutes any possible defenses for the use of chemical and biological weapons. Disarmament would also include a declassification program for countries with historical CBW development. This should start with an attempt to get all countries to sign and ratify the Geneva Protocol. For the treaty to then be effective, there needs to be a trained and experienced team ready to investigate violations. The main barrier to this succeeding is the opposition between the US and the USSR.
