Conclusions

Civilian populations are extremely vulnerable to a biological weapons attack. Preparation in the two separate areas of law enforcement/prevention and public health/response are necessary. Agents of particular concern are anthrax and smallpox due to population susceptibility and lack of mass-produced vaccines or treatments.
