Conclusions

The Committee does not believe the DoD's current process will produce any significant results in terms of combatting biological warfare. First, The Secretary of Defense and Congress must make the DoD program for medical biodefense countermeasures a high priority. Second, Congress should create a new DoD agency responsible for research and development in this area. Third, Congress should establish an external review committee of experts in the field of medical countermeasures.
