This interim report by the Biological Warfare Subcommittee discusses German biological warfare capabilities in relation to US capabilities.

Conclusions
Evidence at hand shows the Germans have been experimenting with biological warfare, and may use biological agents on a combat scale. They have large scale methods of manufacturing anthrax and botulinus toxin and have means for dissemination by aerial bombs. At present there is no possibility of a large-scale allied retaliation with biological warfare agents. After deciding to proceed, we could have large-scale combat capability in 12 months and small-scale combat capability in 8.
