Conclusions

There is collaboration between the British and American governments discussed, with the British set to receive 500,000 bombs from the US containing agent "N" (anthrax). They are concerned about the stability of the agent in that form. They will not be the first to use biological warfare but want to be ready if it arises, and also include that this is in alliance with the US and that "it seems immaterial which air force does the dropping".
