Conclusions

Biological agents could serve as effective means of sabotage. Such attacks could lead to significant loss of life (man, animal, plant), leading to disruptions in food supply and ability to defend the nation. Recommended developing detection systems, therapeutics, and decontamination techniques, as well as studying dissemination. This last recommendation was of particular importance, as it guided a variety of field tests of dispersion methods over the next two decades.
