Conclusions
The committee believes that the US is vulnerable to overt and covert BW attacks, and should devote more energy to production of/research on BW. Recommends the end of the "use in retaliation only" restriction, as it leaves "our use of certain weapons... subject to the permission of our enemies." Public opinion is still very negative in regards to CEBAR, so the committee recommends more strategic public information campaigns.
