A series of memos that catalog results from a Working Group led by the Director of Defense Research and Engineering. Goals were to evaluate the biological and chemical weapons state of the art. Army, Navy, and Air Force participated and were tasked with describing their capabilities in these forms of warfare. In addition, they were to provide procurement plans for such weapons for 1962.

Conclusions

The Director summarized the Working Group's findings for the Secretary of the Department of Defense and concluded that the data for a satisfactory evaluation of chemical and biological weapons systems which would be necessary for military planning did not exist. A comprehensive test program is needed for agents with desired characteristics. Incapacitating, nonlethal weapons may be the easiest to rally public support for and use in limited war.
