Conclusions
The three diseases tularemia, Q-fever, and Venezuelan equine encephalomyelitis are capable of causing incapacitation and have low infectious doses. We are capable of disseminating up to 7% of the agent in viable, inhalable form. All three agents can be produced in a form suitable for dissemination.
