Conclusions

Congress has failed to deliver a sustained financial commitment to preparedness at the state and local level. The federal government fails to align policy with its own recommendations for individuals and households. For example, extended sick leave needs to be mandated for people to actually stay home when ill. The current federal emergency preparedness structure is too complex and needs untangling and organization.
