Conclusions

Health crises are not a question of if, but when, and health security is chronically underfunded. There must be a stable, sufficient fund as well as emergency funding for surge needs in the case of a bioterrorism or other health event. A robust and well-trained public health workforce must be maintained. Smallpox and anthrax remain the most notable bioterrorism agent concerns.
