�The potential effectiveness of BW is less than the phrenetic would have us believe, but it is more, particularly when coupled with the rest of the arsenal of modern war, than can go uncontrolled in a world in which warfare has not been eliminated�. No BW agent alone can be a primary or absolute weapon.
