Project East River was initiated to "evaluate and recommend the optimum combination of non-military measures" to assist the National Security Resources Board and the Federal Civil Defense Administration with discharging their CEBAR responsibilities. The purpose of the report is to indicate what measures are needed to meet the threat of CEBAR attack in the US and make recommendations on that basis.

Conclusions

BW could be used to kill or disable people or attack food supply. Covert usage is most likely, but the authors do not discount overt warfare, especially if BW was to be used in combination with atomic warfare or chemical warfare. BW could be a particularly effective choice of weapon against US food supply, particularly because there is little risk for retroactivity. Most likely agents to be used against humans are anthrax, botulism, brucella, plague, psittacosis, Q fever, tularemia, and VEE.
