Primary R&D effort should be on (1) anthrax, (2) tularemia, (3) Y. pestis, (4) VEE. The reasoning given was USAF wanted an effective agent in a short amount of time. Anticrop BW affecting wheat, rye, and rice were emphasized, and anti-animal BW was de-emphasized. Defense was also de-emphasized, and focus was given to rapid detection efforts.
