Memo of meeting on Report on Biological and Toxicological Warfare, Research, Development, and Production Programs

Purpose was to discuss recommendations provided in the report. Input largely given by Army and USAF generals, and prioritization was given to 4 named agents.

Primary R&D effort should be on (1) anthrax, (2) tularemia, (3) Y. pestis, (4) VEE. The reasoning given was USAF wanted an effective agent in a short amount of time. Anticrop BW affecting wheat, rye, and rice were emphasized, and anti-animal BW was de-emphasized. Defense was also de-emphasized, and focus was given to rapid detection efforts.
