Conclusions
There is a real potential for a Soviet threat, and CW/BW is useful because it can be used covertly and leaves productive facilities intact. It is important that cities have proper planning in place for detection and countermeasures, and that we spend money and effort on an offensive program. Emphasis on the fact that BW users can choose which effects they wish via their choice of agent. BW is thus unproven in a real war setting.
