This document details the general concerns regarding CBR (chemical, biological, radiological) warfare that were important for the United States to consider when preparing themselves against an enemy attack. Many comparisons are drawn between nuclear attacks and CBR attacks to emphasize the concerning threat level of CBR weapons.

Conclusions

First, the United States must acknowledge that CBR weapons pose as much of a threat as nuclear weapons do at this point in time. The author emphasizes that there should be more transparency and information provided, both to the military and civilians, about the dangers of CBR weapons, and both of these groups should be involved in the creation of prevention and defense protocols. He argues that in order to deter CBR attacks from other nations, we must strengthen our own CBR defense measures so that enemies will not launch an attack in fear of retaliation.
