Conclusions

Russians have strong biological capabilities, and Creasy thinks "it is an untenable position to occupy in the world today to say that we will not strike back until somebody hits us." BW is considered more humane than other weapons, has versatile advantages, and is cost effective. Better countermeasures should be produced and more funding is needed to achieve that.
