This first meeting of the B&C Defense Planning Board had the objective of providing analysis of present capabilities, encouragement and planning for research, and improvement in the coupling of DoD and civilian activities.

Some key research areas highlighted that need increased funding and attention are detection, prevention and treatment, agent stability, host-parasite relationship, genetic modification, dissemination, and protection. Discusses points of interest of the field (Soviet threat, military utility, public interest). Discusses critical research areas. Puts BW agents under consideration in a chart based on criteria. The supplemental information provides coding identifiers for various agents considered for weapons development.
