This aims to provide short and intermediate term DOD plans for use by the DOD of the present B-C weapons and defense capabilities. It also aims to create a research and development plan for execution by the Army.

Conclusions
Phase I (short term) focuses on improvements in intelligence, operational, and logistical aspects of B&C warfare as there are currently no offensive or strong defensive capabilities. Phase II focuses on the procurement of standard and short-term development items. Deficiencies will still exist in US B&C capabilities after all actions in Phase I and II are completed. A balanced RDT&E program is required to eliminate the remaining deficiencies and provide program stability, establish defined responsibilities, and insuring rapid communication to all agencies within the program. Long term offensive objectives include improvements in biological and chemical agents, maybe including genetic modification, and improvement of dissemination. Long term defensive objectives include biological rapid warning devices, improved individual and collective protection, and better prophylaxis and treatments. This plan also requires improved testing of all materials.
