Conclusions

Biological and chemical weapons are cheap and easy to manufacture, as well as easy to disguise in legitimate civilian laboratories as there are many dual use properties. There is both a nation-to-nation threat and a terrorist threat. The CWC and BWC provide optimism in terms of preventing biological warfare between nations, but preventing biological terrorism has a bleak outlook.
