The purpose of this report is to assess the arms control agreements that limit the CBW risk and then to analyze the implementation of these agreements.

Biological and chemical weapons are cheap and easy to manufacture, as well as easy to disguise in legitimate civilian laboratories as there are many dual use properties. There is both a nation-to-nation threat and a terrorist threat. The CWC and BWC provide optimism in terms of preventing biological warfare between nations, but preventing biological terrorism has a bleak outlook.
