Terrorist groups with international reach have shown interest in and have the capacity to develop biological weapons. US territory, citizens, agriculture, and livestock remain vulnerable to a biological attack. The biological and pharmaceutical industries need incentives to work towards countermeasures for biological threats. The most commonly mentioned pathogen was smallpox, with one panelist even advocating for a reinstatement of nationwide vaccination.
