Conclusions

The US public health system is not prepared for a significant biological warfare or emerging infectious disease event. The US Government should strengthen global efforts to prevent terrorists and extremist regimes from acquiring the components of biological weapons, alter the public health system to an all-hazards approach, and implement a new research and development strategy for anti-infective drugs and vaccines.
