Conclusions

Public health emergency preparedness is still not at an acceptable level. Indicators include vaccine stockpiles, flu vaccination rates, hospital surge capacity, and laboratories capable of testing for various biological agents such as anthrax. HHS and its agencies must define standards in order to have accountability and focus on partnering with the public.
