Conclusions

“The current scope of the DURC policies is limited, and the list-based approach to oversight is inherently less adaptive than other potential approaches”. In place of a list-based approach, P3CO approach requires oversight of all research that is “reasonably anticipated to create, transfer, or use a PPP resulting from the enhancement of the transmissibility of virulence in humans of any pathogen”. Research involving 1+ agents that produces, aims to produce, or can be anticipated to produce 7+ categories of experimental effects (translated into criteria) must be evaluated for potential DURC.
