Conclusions
The ISSCBW believes the only agent currently proven to be suitable for weaponization is N (anthrax). Agent X (botulinum toxin) has not been proven to have military value by inhalation and is difficult to produce in large quantities. They also believe that BW research should continue after the war as the risk still exists and it also benefits the medical community at the same time.
