While a biological attack is unlikely, the materials are readily attainable and it is still a threat. The control of chemical and biological events has not been given adequate consideration, as an aerosol anthrax attack could kill many more than some nuclear devices. Identifies key areas of vulnerability and high-level concepts of how to address these. Focuses on all WMD, but the portions on biologicals primarily focus on the perceived threat of easy, covert acquisition and subsequent development. Concludes that biologicals pose serious threat, albeit they have not to date been used effectively by militaries or terrorists.
