Conclusions

The US must clarify its policies with respect to the development of toxins, and then continue research in defense against them and on possible offensive use in retaliation. The facilities for production of bacteria at Pine Bluff should be converted to a non-classified, open facility for the production of antitoxins or for other medical uses. Fort Detrick should also be largely declassified. The US cannot halt research until international agreements ban the use of toxins.
