Conclusions

Biological terrorism is more threatening than ever before. Preventing or countering bioterrorism will be extremely difficult. It is simple to make a biological weapon and they are hard to detect. Agents of particular concern are smallpox and anthrax. Strategic plans including the stockpiling of vaccines and education of health care workers are necessary.
