Review of the Department of Homeland Security's Approach to Risk Analysis

Evaluates the risk assessment strategies of DHS. In regard to biothreat risk assessments specifically, this work focuses on the quality of the assessments for decision-making purposes, making recommendations for improvement.

Finds that the risk assessments overall do not yet provide adequate results to inform decision-making. Significant improvements are needed to meet this standard. Importantly, improving scientific practices, peer review, and transparency are necessary to meet this goal.
