Proliferation is a major concern after dissolution of Soviet Union. Doesn't address non-state terrorist use, but emphasize importance of states keeping weapons out of the wrong hands. Believe that bioengineering is not going to be used to make "supergerms" but could enhance stability/make them harder to detect.
